Why ads suddenly stop delivering — and how to read the cause

Delivery collapse rarely has one cause. Working through it in the right order saves days of guessing and prevents changes that make things worse.

A campaign that spent evenly for weeks stops delivering overnight. Nothing was changed. The instinct is to raise budgets, duplicate ad sets and rebuild — which is exactly the sequence that turns a recoverable dip into a fortnight of unstable learning.

Delivery problems fall into four groups, and they are diagnosed differently. Treating all four as an optimisation problem is the most common mistake we see.

The four causes, in diagnostic order

  • Account and asset level: restrictions, unpaid balances, permission changes, disabled payment methods, or a business asset that lost access to a page or pixel.
  • Policy level: an ad, landing page or advertiser-level review that limits distribution without a visible rejection on the specific creative.
  • Auction and structure level: overlapping audiences, fragmented budgets, learning resets caused by frequent edits, or a bid strategy that cannot clear the auction at the current cap.
  • Signal and measurement level: broken event tracking or a conversion source that stopped reporting, which starves optimisation rather than blocking delivery.

Check in that order. Restructuring a campaign that is actually under an account-level restriction produces no signal and destroys the historical performance you would otherwise recover.

What to gather before you change anything

  • Timestamped screenshots of the delivery status at ad, ad set and campaign level.
  • The account quality or policy surface for the advertising account and the associated business portfolio.
  • A change log: every edit, budget move and creative swap in the 72 hours before delivery stopped.
  • Billing status and the state of every payment method attached to the account.

If the cause is policy, the resolution path is an appeal with evidence — not a creative rewrite. If the cause is structural, the resolution is consolidation and patience through learning. Those two paths pull in opposite directions, which is why the diagnosis has to come first.
